Coat of arms in centre of cover in brown, with brown printing below "KALGOORLIE TO PORT AUGUSTA/TRANSCONTINENTAL/RAILWAY/ TURNING THE FIRST SOD/ BY/ The Right Honorable the Prime Minister/ AT/ KALGOORLIE/ 12TH FEBRUARY, 1913". Words surrounded by gold border with wattle leaves inside the border, at top left corner cross of St George with gold lion in centre, southern cross with crown in top right corner, right edge image of eagle, bottom right red lion, bottom left blue cross with crown in centre, left edge image of black swan. Leaflet bound with yellow ribbon. Leaflet backed with white paper, in centre white paper with black printing detailing Prime Minister's itinerary.
