This is a standard mass-produced blade for issue to army personnel of non-commissioned officer rank durng World War II. The ‘to’ stamp is an inspection mark used by various Japanese arsenals between 1900 and 1945.

Tsuka: brown and silver painted alloy cast to resemble the hilt of an officer’s sword

Tsuba: plain iron, of naga-maru-gata shape. Dimensions: 7.2 x 5.8 x 0.4 cm
