Crinoline of watchspring hoops, joined by 5 white herringbone tapes suspended from narrow waistband of red flannel lined with white tape; 4 watchspring hoops below knee height; 4 more enclosed in red wool twill band below, this lined with brown and white checked cotton tabby; semi-bustle from hips over bottom, composed of 5 watchspring steels. Crinoline gives silhouette of straight front,draped behind, characteristic of late 1880s-early 1870s.
