(a) Inside full of new cotton wick. Filled with thin oil when in use by the Foot Plate Inspector on the railways. He walked down one side of the train at alternative sidings waving his torch to inspect plates. If hot (i.e. dry) he used (b) to cool them down by squirting oil into the dry area.
