Stephen was born in Newton Ferrers in Devon on 13 October 1806, the youngest of seven children, whose father was a carpenter and thatcher. At the age of 22 he came to Western Australian as a passenger aboard the Parmelia. Listed as single, carpenter arriving 1/6/1829, was employed on the first Government buildings on Garden Island and Fremantle.
