Below a graphic of a sleepy looking elephant with 'TLC' on his side and walking beside him is a yellow tiger with 'CSA' on his side. Below text reads 'DOES THE TIGER FEAR THE ELEPHANT?'. Small print is a message to members of the CSA (Civil Service Association) pointing out the advantages of joining the TLC (Trades & Labor Council). Obviously there was some opposition to the move. Bottom line of poster reads: 'EVEN THE CSA NEEDS TLC' (TLC enclosed in a red heart to also mean 'tender loving care'.
