Possibly representing Queen Victoria's eldest children the Princess Royal & the Prince of Wales. They appear to be wearing Prince Albert's tartan. Figurine (a) has one leg on the ground in a skipping motion and a tartan scarf tied around one shoulder. Figure (b) has a cloak around around the neck and has both feet on the ground. Both are wearing black berets.
