FAN - Painted and Spangled

Fan with leaf of stiffened muslin applied with gold and silver spangles in various shapes, surrounding a central medallion hand-painted with a seated woman in Empire style dress, signed (named?) "Purity" (?); bone sticks and guards pierced, inscribed and set with silver spangles.
The style and subject of the painting seem out of synch with the style of spangles.
